concession fee
Explanation:
concession fee or user fee

Not too sure, but another idea. Although in the context of airports concession refers most often to retail outlets, etc., it is also used to refer to catering and cleaning services. The concession fee is paid for the right to use the airport (i.e. a licence, so perhaps "licence fee" is in fact best) and is a percentage levy on turnover.

A sales-based fee is charged for use of Frankfurt Airport.
The legal basis is Part 2, Section 4.1 of the Airport User Regulations (FBO).
Sales Levy According to the Airport User Regulations (FBO)
For competition-related reasons, the sales levy is the same within each sector but varies from sector to sector. The rates for the most frequently conducted activities are as follows:
2.5% of net sales for transport services
2.5% of net sales for cleaning services (buildings and open areas)

This UK document mentions "concession fees", 6% levy", "cleaning services" and "airside licences", although it doesn't actually use the term "licence fee".
96. If the issue were the concept of charging concession fees the Authority should delay implementing the recommendation until a full study of the matter and its implications for other airports had been undertaken. If the issue were the particular form of the levy at the London airports then the Authority should clearly state this and say that a precedent had not been set for concession fees at other UK airports.
