Comment: "I realize the content I provided did not allow for a certain answer. The customer's resonse 'vorgezogenes (präventives) Angebot' doesn't explain that much either. Since 'vorgreifendes' implies an element of timing and therefore, to me, comes the closest to vorgezogenes, I selected this answer. But I would like to thank you both very much for your help! "

this is a general translation for pre-emptive bid - it concerns all kinds of special conditions in take-over of companies,delivery schedules, payment conditions, meal plans, etc. Due to the general context of the question I decided for this translation.
