order for execution, approval or fulfillment of condition

I proffer this tentatively as the terms and phrase are standard Panamanian public contracting procedure and may have peculiar and individualistic meaning. If you google 'orden de proceder refrendo' you will find a host of examples which may clarify the usage.

This is tricky.

The phrase appears to be peculiar to public contracting in Panama. It will need a little research unless you are very familiar with Panamanian legal terms.
