Hi,
does anybody have an idea what the term "non-established" stands for in this phrase?

The text is about resistors and this is one of their application fields.

non-established reliability (non-ER) scheint der gesuchte Begriff zu sein. Gemäß US-Mil-Standard XY werden Bauteile in high reliability, ER und non-ER unterteilt.

4.6.1.2.1 Non-ER capacitors (C-level). The manufacturer shall establish and maintain an inspection system to verify that capacitors meet the capacitance, DF, IR (at 25°C), visual/mechanical, and solderability requirements. Inline
or process control may be part of such system. The inspection system shall also include criteria for lot rejection and corrective actions. The inspection system shall be verified under the overall MIL-STD-790 QPL system.
NOTE: Since the non-ER (C-level) is the ER design without the mandatory conformance inspection and FRL assessment, this product is still expected to meet the environmental qualification type requirements (e.g., moisture resistance, thermal shock, etc).

Militärische Waffen(systeme) ohne geprüfte Verlässlichkeit

Wenn es ein elektronisches Bauteil ist, kann es am ehesten in einem Waffensystem verbaut werden, aber auch eine ganze Reihe von Infanteriewaffen, wie Revolverkanonen kleineren Kalibers, Gatling-Kanonen ,etc. brauchen heute für die Steuerung oder Auslösung Elektronik.
'Etablierte ' erschien mir zu gespreizt-fremdwortig als Übersetzung für 'established', war aber meistens in der Suche obenauf.
