This word keeps popping up in an article about the appointment procedure of teachers and professors in higher education. The literal translation "declared competent" (which I have found on the web) doesn't sound quite right in my opinion. Some example sentences:

"Hon blev så småningom kompetensförklarad av de sakkunniga."

"...den grupp av sökande som av de sakkunniga kompetensförklarats eller förordats till professur i..."

"Det syns en signifikant skillnad vad gäller de kompetensförklarade och deras representation vid X."
