This is from an interview in which they are discussing how disciplinary measures (within a bank) were decided upon, and how the criteria for these measures were decided upon, and how the criteria have been applied.

"We hebben gedrag gewogen in de beoordeling van mensen rond disciplinaire maatregelen. We hebben geen lijntjesexercitie gedaan waarin we kijken naar interne regels en of mensen aan de linker- of rechterkant daarvan zitten. We hebben gekeken naar gedrag, frequentie, kwalificatie en rol die ze hadden binnen de organisatie."

draw a line

They didn't just draw a line and decide whether people were on the right or wrong side of it. In other words, they treated each case on its merits rather than adopting a black-and-white approach (which would be another possible translation).
