Explanation:
I agree with Per's and Eodd's analysis of the word, but in the discussion Danisheng states that this is not a drawing or diagram but a form (blankett) to be filled in with words. So it could be that the form refers to a drawing.
If however it does not, we have to find something else and I propose 'version number', i.e. the version of the form, which could have earlier/later versions. Here I am drawing on the sense of 'tegne' which includes sketch, draft, outline, etc.
I admit I am on shaky ground here, as all the references I can find use 'revisjonnummer' for version number.
