Explanation:
Einat, this is one of those terms where I believe that there are a nu,ber of options open to you. There are those who would translate this as soemthing like "dear colleague". However, this sounds a bit stilted in English doesn't it? The ח.נ. thing is a cultural/convention thing. I threfore go for the 'cultural' equivalen in English at the start of a letter which is simply "Dear sir/madam".
