The notion of decision-making processes being "guided" is nothing new and this is one reason I suggested it, rather than the more literal "direct" which suggests to me an outside influencing force rather than one emanating from within (I understand 'sindicatos' = unions, i.e. part of a movement).

: direct not guide// NO. This is an obligation. Guide is completely wrong// see disc note// AND it is not "the authority" but POWERS// and sindicatos aree not unions but members of the syndicate//and I am not "niggardly"

A niggardly comment IMHO. Guide/steer/manage/direct are all loosely synonymous.
