According to the product description at this link, http://www.sephora.com/mini-duo-angled-spooley-7-P69517, a spooley is used to "brush brows into shape". By enlarging the picture of the product, you can see that the shape of the spooley is kind of a spiral. Some online stores call it "螺旋睫毛/眉刷", as shown at this link: http://item.taobao.com/item.htm?id=1906075206 . I think that translation is appropriate.

spooley means angle

Angle/Spooley Brush #7 is aunique tool that features an angle cut brush for applying brow powder and a spooley brush for grooming your brows..

The spoolie (spooley)brush is an eyebrow shaping tool that looks like a mascara wand (minus the mascara) with a tapered head and soft bristles.
It seems that this time I got a wrong understand. After searching more carefully on Internet, I have made it clear that the term "spooley brush" should be translated as
Peer comment(s):

neutral Jiang Yu : I disagree. Spooley does not mean angle. The forward slash between "Angle' and "Spooley" in your example does not indicate that the two words mean the same thing but rather it means that the tool has two brushes: the angle brush and the spooley brush.
