So I imagine that this person is responsible for getting people involved in the organization and its activities or some such, but I can't seem to think of an appropriate title in normal-sounding English. Hope that clarifies things a bit.

Thanks for your questions. Yes, I have researched the term convocatoria and know that it can variously be used to apply to notice of a meeting/assembly/association, a call for bids/tender, etc. In this case there is not much context for term at is merely listed as the job title and there is no further description. I do feel that it probably applies to trying to get people involved in the organization, as the one other use of the term in the text is the following, which appears in a list of aspects the organization will use to evaluate its results: "1. La convocatoria: Para nosotras el nivel de la convocatoria es excelente, las mujeres lesbianas están interesadas en organizarse y debatir temas de ciudadanía para el reconocimiento de sus Derechos. "
