I'm not too sure about this, but since it is a position at a non-profit it may be referring to the person responsible for finding and responding to calls for submissions or RFPs for grants and similar types of funding, which in English would be known as a grant writer, or possibly grant manager or grant administrator.

Thanks for your questions. Yes, I have researched the term convocatoria and know that it can variously be used to apply to notice of a meeting/assembly/association, a call for bids/tender, etc. In this case there is not much context for term at is merely listed as the job title and there is no further description. I do feel that it probably applies to trying to get people involved in the organization, as the one other use of the term in the text is the following, which appears in a list of aspects the organization will use to evaluate its results: "1. La convocatoria: Para nosotras el nivel de la convocatoria es excelente, las mujeres lesbianas están interesadas en organizarse y debatir temas de ciudadanía para el reconocimiento de sus Derechos. "
