A defence lawyer speaking in court in Argentina: "El señor XXX, como juez de instrucción, tuvo un planteo de competencia negativa con la Justicia Federal."

Is "competencia negativa" the same as negative jurisdiction? Could this be described as a motion for negative jurisdiction? The judge does not believe that this is his jurisdiction/competence and asks for this to be changed.

When an issue of a proposal or an approach to raise a dispute between judiciary decision-making authorities occurs, the Supreme Court shall make a decision. In the event of a dispute, an ordinary (common law) jurisdiction begins or continues with the cause.
