ใบลาก is informal jargon. I really apologize that I can't provide any reference or any good explanation for you. ใบลาก is booking confirmation and it's not the bill of lading. ฺBefore you ลาก (drag) your goods to the vessel. you needed to have a ใบลาก (booking confirmation) for getting the space of the vessel. If you don't have ใบลาก then you can't ลาก goods to the vessel.

Bill of lading

I think the full construction is ใบลากตู้ or ใบลากตู้ตู้คอนเทนเนอร์ (See reference 1)

A bill of lading (sometimes abbreviated as B/L or BOL) is a document issued by a carrier (or their agent) to acknowledge receipt of cargo for shipment. Although the term historically related only to carriage by sea, a bill of lading may today be used for any type of carriage of goods. (Wikipedia)

Reference 2 mentions B/L for Container Freight Stations and Container Yards, but these seem to be subtypes of the general bill of lading document.

Bill of lading can be used for all aspects of freight shipping (land, sea, or air). Although some Thai references define it in terms related specifically to ships/ports, the English term is underspecified, and there are several sub-types. I think perhaps your right that this is a colloquialism of ใบลากตู้, which is meant to cover a part of the process at a Container Yard (See 4.2 http://www.lissom-logistics.co.th/articles-details.php?id=13...
