Problem solved According to my client, it's a typo. Should be B.T.P.P., bazat e teknikës dhe puna prodhuese.

If it true that in Albanian reads Bazat e Teknikës dhe Punë Prodhuese, then it should be transcripted, T.B.P.L. means Technical of Base and Production Labor.
