The only context I have regarding this phrase is that the document is directed to وكيلة الملك and cointains just one sentence:

I think "regulations" would be a better fit as it is a legal/judicial instructions.

In my opinion, loan or literal translation would be the best solution in this case if you couldn't find a suitable term.. but make sure that you search very well in google and websites.
