agree MElHelw : Attacking / assaulting مهاجم also despotic / tyrannical. It seems you are translating either Bin Laden quoting Ibn Taymiyya or Ibn Taymiyya directly. Google search gave http://www.robert-fisk.com/usama_letter_binbaz1994_arb.htm
