Yes, this is a great site for general usage.
You must be over the strait. Well, some funny regulations there are. The change of a society comes slowly, but surely. We'll see that someday people there will be able to access information they need as well.

You see, a �� is somehow bigger than a ��. So, it's ok to translate �� as "Cluster."

You can make �� to "Cluster," �� to "Village" and then you got "County" for Jiayi.

Well, there is no way to have �� as county and �� as county at the same time.
Usually, you would have �� as county and �� just transliterated to "Tsun."
But I prefer to have �� as "Prefecture", so that you can have cities and counties under the prefect

I like to use the Taiwan Yearbook, which is put out by the Government Information Office, as my style guide for addresses. You can find it online at www.gio.gov.tw/taiwan-website/5-gp/yearbook/. The only place I depart from it is with the "X Lin" part. The yearbook calls "lin" neigborhoods, which I think is okay in the middle of a prose sentence, but not in an address. By the way, I'm surprised there's no "X Li" preceding the "X Lin" in your address.
