According to Van Dale GWNT14, 'referentieel' is an adjective (see below). Strange that it is being used as a substantive in this context. I think your solution is fine. Perhaps just 'REFERENCE' -- which of course in English is not only an adjective but also a substantive -- would be fine too, especially since the capitalisation of the term seems to suggest it is being used as a label.

Technical Reference Documents are often, as far as I know, 'officiële technische documentatie', which is why the term could be suitable here.

I've found frame of reference used quite frequently in English for what seems to be the same concept but would appreciate imput on this matter - the use is particularly Flemish.
