This seems to be used a lot in pension and insurance texts, but I've never come across a definition. According to Van Dale (GWdNT), a 'burgerlijk jaar' is a year 'afgerond op 365 of 366 dagen). By analogy, 'burgerlijke leeftijd' would be 'age in whole years'.

: the google hits I see are consistent with this; it's the age you normally give if someone asks you how old you are (instead of 34 years, three months, 1 week, 2 days, five hours, 17 minutes and 4, nope, make that 5, seconds).
