I'd be inclined to write it in "inverted commas" as management and budget are not really things that would ordinarily be considered to be in personal union. Normally, you'd be talking about countries.

The sentence does not make sense to me, but personal is 'persoonlijk' in Dutch, whilst 'personele' means 'of personnel' as in employees.
