'uitloop van productie'.
I'm guessing this is the period of time between the decision of closing down a production line, and the actual shutdown. During this period, no new parts are purchased/entered in the line, but the line keeps running until the last product is finished and there are no parts left. Hope I made it clear as it's kind of difficult to explain ;-)

phase-out period / ramp-down period
This depends on the production situation. For normal series production, 'phase-out period' is common (i.e. the decision is taken on a certain date to discontinue the product, and from that date on production is in the phase-out period). In other production situations, such as a pilot project, you could use 'ramp-down period' as a counterpart to 'ramp-up' for the start of production.
I wouldn't use 'run-down' (or run-up at the other end, for that matter) as this term has an established meaning in English (dilapidated).
