This is just from a list of components in the system, so no context available, but I am fairly sure that they mean this:
Holding brake: A brake used only to hold a load in a static condition. This phrase is contrasted with "Stopping Brake" to distinguish whether the device is designed to decelerate and stop a load, or just hold a load once it is at rest. Terblanche gives "hellingrem" for "holding brake", and although I can see how it might work, it does not seem to fit your text perfectly.
Discussion
The problem I have with "Klembriek" is that it sounds more like "clamping brake", which is sometimes also used to slow down stuff (if the clamping refers to the method of braking), and here the important thing is distinguishing between brakes for slowing down and brakes for holding... Many "holding brakes" I found are electromagnetic, not sure if they can be called "clamping brakes"...
