But, if you're using this word "stocks" as Stock Exchange then it'll be مُحرّر البورصة. There are many words used in Arabic for word Debenture:
1. إلتزام بدَيْن
2. سنَد
3. صَكّ
4. محرر
5. مستند

And also some other words, but I am quite sure محرر or سنَد or مستند will work God Willing.

هي السندات التي تحرر لجمع رأسمال لتاسيس شركة

Also called depentures or debenture bonds: a long-term bond, bearing fixed interest and usually unsecured, , issued by a company or a government agency
