strekkingsfase
begin strekking (oprichting hoofdstengel)
vlagbladstadium (vlagblad volledig uitgegroeid)
pluimzwelling (vlagbladschede sterk opgezwollen)

The boot stage is the earliest growth stage that we are concerned about. The midge does not cause any crop damage during the boot stage, but it is at this stage that monitoring efforts should begin. Early boot is characterized by a swollen leaf sheath below the flag leaf. Late boot is characterized by the flag leaf sheath opening and awns becoming visible at the leaf collar. Late boot stage is pictured.

Boot stage
Many texts and producers refer to ""boot stage"" because of its implication to quality harvesting. The boot stage is defined as the time when the seedhead is enclosed within the sheath of the flag leaf. It is one part of the reproductive phase

Discussion
It is just a matter of focus/emphasis whether you call it 'zwelling van de schede' or 'zwelling van de aar'.
43 - Bladschede van vlagblad begint op te zwellen
45 - Bladschede van vlagblad opgezwollen
However, if someone can find other evidence about the meaning of 'booting' / 'in boot' / 'booting stage', I would would be very curious to hear about it.
'booting' is the last category in the extension/elongation stage or is presented as a separate stage directly following the extension stage.
The first sentence of your reference suggests that 'booting' refers to 'stengelstrekking', that is, to 'stem elongation'.
This seems to me to be incorrect
As far as the other two sentences of your reference are concerned, these do refer to what normally is called the booting stage, but 'aarzwelling' deviates from the translations in the Zadoks-schaal:
43 - Bladschede van vlagblad begint op te zwellen
45 - Bladschede van vlagblad opgezwollen
However, you can find that 'aarzwelling is used for 43 and 45.
So these seem to be valid options.
The are talking about the 'decimale code':
4 Aarzwelling (stage)
41 vlagbladschede gestrekt
43 aarzwelling net zichtbaar
45 aarzwelling duidelijk zichtbaar
47 vlagbladschede opent zich
49 eerste naalden zichtbaar (alleen bij
gebaarde vormen)

I see it now since I wanted to add something.
As follows.
Dutch translation of the 'Zadoks-schaal'. Zadoks was actually a Dutch person who worked at Wageningen University.
Zadoks names de 'booting stage' 'Aar drempel'
Aar drempel
41 - Bladschede van vlagblad wordt langer
43 - Bladschede van vlagblad begint op te zwellen
45 - Bladschede van vlagblad opgezwollen
47 - Bladschede van vlagblad opent zich
He names the next stage: Opkomst aar

Development of harvestable vegetative piantparts, booting (main shoot) =
Harvestable vegetative plant parts have reached 30% of final size, flag leaf sheath just visibly swollen (mid boot) =
Oogstbare vegetatieve plantendelen 30 % van maximum, aarzwelling net zichtbaar
Harvestable vegetative plantparts have reached 50% of final size, flag leaf sheath swollen (late boot) =
Oogstbare vegetatieve plantendelen 50 % van maximum, aarzwelling duidelijk zichtbaar
However, since 'mid-boot' = 43 and 'late-boot' = 45, and both are considered to be part of the booting stage', 'late extension/elongation stage' (late strekkingsfase) no longer works as a translation, as you would no longer be able to distinguish between 'mid-boot' and 'late-boot'.
In that case the following would be an option:
mid-boot --> mid-schedefase
late-boot --> late schedefase
Although justifiable translations, you won't find this terminology on Google.
If this is considered to be a problem, you may opt to leave 'boot' untranslated and go for:
mid-'boot'-fase
late 'boot'-fase

Zadoks 49 pluimzwelling vlagbladschede sterk opgezwollen

45 = G=Flag leaf sheath swollen (late-boot); =
45 = G=Vlagbladschede gezwollen (late ‘boot’);
I think I have "Flag leaf sheath swollen" figured out, but I'm still puzzling over what to do about "late-boot".

Op wiki staat er het volgende over: The BBCH-scale is a scale used to identify the phenological development stages of a plant.
BBCH officially stands for "Biologische Bundesanstalt, Bundessortenamt und CHemische Industrie". The abbreviation of the scale is also said to unofficially represent the four companies that initially sponsored its development; Bayer, BASF, Ciba-Geigy and Hoechst. [2]
