I would personally translate the "advisory" here as "guide". Be aware though that the French organisation IFACI (Institut Français de l'Audit et du Contrôle Interne), which has published a French version of the IIA documents, translates "Practice Advisory" as "Modalités Pratiques d'Application" (see ref.)
