The external cables shall be secured to the cable grid. The cable should be dismantled at the top (or bottom) terminal row, indicated with gray colour. All spare cores in a cable and the cable screen shall be terminated to ground potential.

You are right I first though it meant disassemble but broken out makes more sense

The meaning is pretty clear (with the benefit of the pic) but the translation depends on the source text phrasing.

neutral Tony M : That ref. seems dodgy, and we don't usually use 'mantle' in this way; from the img provided, it looks like it is actually splitting out the various conductors to go to different places ('break-out'), but how does one say that in FR?

I don't think "dismantle" is teh right word in English - and I think we are roughly saying the same thing. You need to strip the outer layers to reach the various cores, and break them out, as you say.
