Context This is poorly written, e.g. does "by a reasonable period of time" refer to how quickly the lawyers provide confirmation? or to a time limit on vulnerability to personal risks? This leads me to think it is probably slang and that gives a lot of possible meanings (http://www.urbandictionary.com/define.php?term=hook).
