Voici ma compréhension :
Le montant d'une allocation et le moment de son attribution sont habituellement indépendants de la somme réellement déboursée et du moment où elle est déboursée.
Par contre, le montant d'une indemnité est basé sur la somme déboursée et elle est normalement attribuée après qu'elle soit déboursée.
Les allocations sont donc attribuées à l'avance alors que les indemnités sont versées après.

Discussion
Unlike certain answerers thus far, as a native EN speaker I wouldn't instinctively read this as being the same as an 'away-from-home allowance'.<br><br>Furthermore, it seems to be associated with RTT; so I can't help wondering if this isn't either an allowance for time when the employee is required / obliged / allowed to stay at home, or perhaps to work from home... whence my concern about ambiguity.
