Linguee says fournisseur de paiement, but I dont think this is correct.

D'accord avec Alain "Payeur" est un terme générique qui pourrait fort bien convenir, mais il existe probablement un terme plus juste pour ce cas-ci... sauf que le contexte fourni ne me permet pas de déterminer qui sont ces payeurs et également qui sont les acheteurs. Parle-t-on des compagnies d'assurance? Des gouvernements? Des bénéficiaires de soins?

Provider payment ou Payment provider ? dans ton texte, il y a les deux occurences.

Pour la première, je dirais : paiement des fournisseurs (de services de soin).
