Je ne suis pas ingénieur, mais je crois pas qu'il existe de caméra capable de détecter automatiquement les mouvements.
J'ai l'impression que le texte parle d'un système de déclenchement automatique d'un magnétoscope accouplé ou connecté à un détecteur de mouvement. En effet la deuxième partie de la phrase parle des avantages d'un tel système vidéo.

I have seen the website from which this sentence was taken. The rest of the text gives some clues as to what is meant here. Further in the text, they talk about the "video alarm detection parameters". There is also a mention of the "video alarm output". Later, there is a comparison between the "video motion alarm detector" with a traditional "video motion detector". Again one reads "alarm-type video motion detection". They also talk about how the apparatus can detect the size and shape of an object that should trigger an alarm.

All this makes me think that it is a video type of detection. Moreover, it is a detection of something that should trigger an alarm. The apparatus detects the alarm situation and instructs the camera involved to tape that area. Therefore I think that what is meant is a detection by video of the alarm triggered by some motion, which in turn sets the video camera to concentrate on this area rather than other areas.
