tracking = to follow through, usually it's the tracking of goods, but here of usage, i.e. who is using whatever it is when and for how long.

Normally tracking in respect to usage means to log the user activities for later reference, e.g. a network OS tracks how often and for how long users log into the system or a database program tracks the retrieved information.
