Act on energy law

English to Polish Law/Patents Energy / Power Generation energy price regulation
The full sentence reads as:

"Some barriers were removed, inter alia, by changes of Act on energy law prepared in 2009 and accepted at the beginning of this year..."

The general context is the progress diverse EU members made in moving towards the removal of energy price regulation.

This expression appears to be specific to the description of Polish agenda:

That's why I post my question here. I suspect some Polish legal term behind the English phrase. What is it and how does it differ from simply "an (energy) act", or "an (energy) law", or "a legislation" (being prepared and later accepted/adopted)?

Please ONLY ANSWER IN ENGLISH
as I don't speak a word of Polish (although the name of the Polish term in Polish can prove understandable for me from the Russian perspective).

It is the name of a law - that is why its written with capitals - i guess best way i can explain it is - it is an act (decree, bill) about energy law. But the fact is its the full name of the bill that was passed in Parliament.

I only quote the document I'm translating (see the first link above). But even with your amendment: What is the rationale for this overlapping (Law + Act)? What is the difference against simply "Law" or "Act"?

Your question probably pertains the the Energy Law Act which was passed in Poland in 2005 which suggests the posted term is wrong and the question is asked incorrectly.

Ustawa "Prawo energetyczne"

In Polish, "ustawa" is the name of a legal document, translated here into "act" which in English can be used interchangeably with "law". But "law" in the above phrase means something like "code" - a set of regulations. "Prawo energetyczne" is the name of the act in question.
