It's a very bad Eng sentence in the way it juxtaposes two meaning of 'ground'!

The second part is clear - 'motivo para una demanda'

The first part, if literally referring to 'ground' as in 'land' - las condiciónes/el estado del terreno/suelo'

However, I would tend to go for a more metaphoric interpretation of 'ground conditions', because it's plural. My interpretation is that someone is asking if ignorance of 'ground conditions' is a potential basis for a claim. In which case - 'desconocimientos sobre las condiciones basicas/preliminares/subyacentes etc'

However the more I think about it, the more it comes to me that we often refer to ground conditions' WRT flying aeroplanes specifically, in which case it would be 'condiciones en tierra'.

Yes, a bit more context would be useful!

In singular sounds better I reckon. About "claim", it can also be "demanda". A little more context would help here. Also if there may be a claim, someone would have to be liable for their "desconocimiento (ignorance) sobre el estado del suelo". Literal translation ("¿Es el estado desconocido del suelo un motivo de demanda?") or similar sounds really odd to me Hope it helps anyway :)
