In Thai, this seems to be the closest meaning. In US system, this <circuit court> refers to the courts of general jurisdiction (under the state court structure). The name of this court may be different in some states e.g. Chancery court, District court, Probate court. In Thailand, ÈÒÅá¢Ç§ (district court) also have the similar authority within certain defined territory.

District or Provincial Court; state council territory (Aus.?)

In the UK, circuit would be a Divisional Registry out of the capital of the High Court in London. This doesn't look like GB.

Unsure about SCT: if Hong Kong, Australia or New Zealand, maybe state council territory.

I think there is no direct equivalent in Thai. In the U.S., a circuit court originally meant a court whose judges would hold court at a succession of places in regular rotation. It did not necessarily correspond to any particular governmental area, like a single state or county. I would use descriptive terms, like ÈÒÅࢵ or ÈÒÅÍÒ³ÒºÃÔàdz
