What is the actual meaning of 'partial engine' in this sentence.

Partial engine does not include a camshaft, lifters, timing chain, or cam sprocket.

A partial engine package is for those that need a little more than just a long block or base marine engine, but, don't quite need a complete engine package.
If you have a 18-28 ft. runabout that is 5-25 years old and your existing engine is not running properly, one of these packages may be the way to go for you. All PARTIAL ENGINE PACKAGES include a brand new Vortec engine, intake manifold, carburetor, fuel pump, and other extras (packages will vary) AND in most cases, will give you more horsepower and low-end torque using the same size engine.
Maybe you have a 1980's or 1990's, 26-30 ft. cabin cruiser that needs an updated engine plant, BUT you just purchased new exhaust manifolds or a starter only a year or two ago... a PARTIAL ENGINE PACKAGE replaces those essential parts such as the engine, intake manifold, carburetor, ignition system, etc., AND lets you re-use some of your newer parts that you just purchased, thereby saving you a "boatload" of cash.
