I don't understand this concept in contexts like this, for example:
We agree that securing value in the broadest sense, including to the economy, society and the environment, will be absolutely key to Ofwat’s delivery, with stakeholders, of sustainable development.
We support the list of priorities outlined in chapter 5 – water efficiency fits directly into the first four (Securing value in the broadest sense, Promoting long-term planning, Climate change and the Water Framework Directive).

I would be very grateful if someone could provide an explanation, what exactly they mean by value and how do they secure it.

It is one concept of "sustainable development". Some international agencies finance development schemes that generate short-term benefits for a select few and that sometimes produce statistics of positive growth but that do not benefit the society as a whole in the long term. "Securing" value is making sure that the benefits are enduring and that the benefits are shared by wider section of the community.
