Cost recovery agreement
It is an agreement where all costs, like filing fees and commission fees, stamp duties and legal fees will be reimbursed to the (looks like) conveyancing / solicitors company.
I have seen some doc where they use "recharge" instead of "recovery" maybe because the solicitor pays these out of a trust fund and it needs to be replenished or recharged to its correct working amount.
