Withal is a word that isn't used much any more, at least in US English. Bascially it means besides, in addition.
Obtrusive is noticeable in an unwelcome way. It's sort of like invading someone's space, as they say, getting too close.

Although it can mean 'as well', in this case I believe the meaning is closer to 'yet' or 'nevertheless.'
