В том случае если после письменного согласования с Поставщиком Заказчик потребует, чтобы Поставщик покупал Сырой картофель ***, Заказчик должен профинансировать такую покупку и связанные с ней затраты засчитываются в Цену??

...да, Вы дальше правильно мыслите ИМХО, только *связанные с этим затраты засчитываются в цену*
т.е затраты на покупку объёмов больше требуемого и затраты по хранению
