I'm a little puzzled by the use of rückwirkungsfrei in the following context:
"wenn sich Funktionsmodule rückwirkungsfrei auf mehrere CPUs verteilen lassen"
Would it be "without having any negative repurcussions"?

one option -- IMO the idea is that the functions can be distributed over several CPUs without any negative impact -- e.g. impairing performance, requiring additional design or implementation effort, you name it.

IMO they are talking about the reactive effect of solid-state circuits here. This is a technical phenomenon, not a general linguistic term as would be indicated with repurcussions.
