As this is apparently the caption of a chart or diagram in the cited German document and an English version of this document probably does not exist, it is best to leave the term untranslated (and if there is an English version, the caption used in that version must be used). You could provide an explanatory translation as well, but without knowing the actual content of the chart or diagram one can only guess at the specific meaning (and thus the translation).
