The "Problemfelder" mentioned above is the complex production management experience needed in the manufacturing process.

the only information i got in Eurodicautom is that "niederflur" translates "kneel bus" but i fail to see what it means,i'll look for further information

kneeling vehicle / low platform technology

Ernst gives "low platform" for Niederflur. The buses equipped with this technology are called "kneeling buses" and, I suppose, a streetcar would be called a "kneeling streetcar". For a more generic term, "low platform technology" might fit the bill.
