This is my guess: the word sounds very much like Russian "garmoshka" - accordion. It is also used sometimes in technical slang in the meaning "Connection bellow".

In building permits it is called that because the entire plans for the building are submitted on a loooooong sheet of paper which is folded like an accordion...
