I'm translating a legal document, so to speak, which talks about a basis for a law on health from Indonesian to English.

Just another possible slant, although I agree with Nyamuk about inadequate context. The quote sounds a bit strong for a discussion of the law, or a proposed law, on health

agree nyamuk : sounds good "the basis for polity and state" was also suggested to me. Negara is such a wild card in Indonesian and that doesnt even get us to localized use like in the U.S. where it has been used to mean ethnicity.

I included (legal) because it may be needed depending on the context.

You should be carefull with landasan because it is also used to refer to evidence.

As noted by Moh. you could also say foundation. I would leave out philosophy because if you talk about the basis or foundation in its entirety that would incorporate philosophical motivations.

The reason I say this is because I have been running the phrase by Indonesian friends and when I ask them to cite an example they usually list economic and historic reasons not exclusively philosophical.

I have some reservations about using nationality and citizenship not because I don\'t think they are accurate translation, but because there isn\'t enough context to grab authorial intent or the intended audience.
