In Italy they control the maritime traffics and commercial activities.

ROS = Raggruppamento operativo speciale (Carabinieri), in English "Special Task Force of the Carabinieri."

"Criminalpol" (polizia criminale) is an Italian term coming from English = criminal police.

Explanation:
I don't think there is much to translate.
Guardia di finanza I believe it's an Italian thing,so just leave it in italian and you may explain that is a military/police corps whose main object is tax releted crime.
I see criminalpol in some english sites as Italian Criminalpol.
About ROS.......I don't know

Customs e' la dogana, ufficiali della dogana(doganieri) sono customs officer.
I think is always better leave the italian words and explain it.
