Sorry, I have very little context with this. What is the propper terminology for "使用収益" in English?

Commercial use to begin (in 2008)

使用収益 is defined as 物をその用法に従って使用すること。また、その物から生ずる収益を得ること, so I think "commercial use" is close.

As sudo points out, if it's a governmental agency "commercial" wouldn't be appropriate. I think "fundraising use" would be acceptable in that case.

Yeah, if it's a governmental agency then "commercial" probably isn't the best choice.

the usufruct to be enforced

"Usufruct" is the term I opt for 使用収益.

For your reference, Investopedia. the online financial dictionary, says:

"A legal term describing a situation wherein a person or company has a temporary right to use and derive income from someone else's property (provided that it isn't damaged)."
