Hi Yes, your 棟 has the same meaning in getigreat's 新棟(new building). And I think 'wing' is the right word for you.

I would put Wing, Block or possibly even Tower (depending on the type of building if known). The TV Series West Wing is called 西棟 and the North Tower of the World Trade Centre was the 北棟

"Wings" are for libraries and hospitals in English. Also, you can't know for sure that this is "east," since, as the other respondent mentioned, the Japanese can just use 西, 北, and whatnot for the compass points.

Generally, in Japanese manufacturing plants, 棟 indicates a building.

Also, in English "5F" doesn't mean anything. The abbreviation for "fifth floor" is typically "5th fl."
