"The TCW crest, a Rock Dove, the ancient ancestor of the carrier pigeon, and the Lightning bolt, a symbol synonymous with communications in the RAF, is underpinned by their motto, "Ubique Loquimur" or "We Speak Everywhere."

We can speak everywhere

Loquimur is the first person plural of the Latin verb "loqui" = to talk

as for ubique (an adverb), just think of the English word "ubiquitous", and you'll get the meaning
