This comes up in a 2011 report for a bank in Espírito Santo. I know IPVA refers to vehicle tax but not sure about CESAN. I've found this page for CESAN - http://www.cesan.com.br/news.php but do you pay a tax to them? Can anyone help? Translation to US English.

Yes, CESAN is the local water and sewage company in ES .....some states here in the U.S. call them "authorities" others just companies......and it's not a tax, it's just your bill for consumption of water and their district sewage that all residents here the States have to pay, just like everywhere else in the world
