Su ufficiale, interdizioni e tutele sono sicura, "registro civil das pessoas naturais" dovrebbe essere l'anagrafe civile (o registro anagrafico, o registro civile delle persone fisiche). Cosa centri "Da sede" non lo so proprio.

Spero che il mio suggerimento ti metta sulla buona strada, ma la traduzione della frase è più un'intuizione che una certezza
